Randy, what published webservice are you actually trying to write to?
The error suggests 'POH' which is the purchase order Object (not subprogram).

Is there a reason nothing is being logged? It seems like IMan is able to talk to X3.

I'm getting the above error when attempting to connect to an X3 instance.
I see that someone had the same error I'm seeing: https://www.realisable.co.uk/sage-x3/unknown-web-service-0-timestamp-returned-the-status-and-timestamp-aweb/, but the steps recommended in that ticket - publish the AWEB web service - I've already completed.
This may be a clue:
When I navigate to the Subprogram Dictionary (Development -> Script Dictionary -> Scripts -> Subprograms), I see a few subprograms for AWEB, but none of them are named "RECUPHDAT" (we have LISTWS, LISTWS1, LITWRP, LITXML, and RECUPXML). I will include a screenshot of the subprograms screen.
There are three IMan log files written according to my debug settings:
