David, it will be the gross amount (as it is entered through the UI).
The Tax Amount can be specified only if the Tax Code field is specified/mapped.
If you don't map anything to the Tax Code field the default Tax Code is applied to the line and the Tax Amount will be calculated from the default Tax Code; you won't be able to set the Tax Amount if the Tax Code field isn't mapped.

When I am setting the amount for the Nominal Receipt Payment, should this be the gross amount or the net amount? Is there a way to specify if tax/vat is included and if so, at what rate?
